The proposed resolution authorizes an agreement with MSA Professional Services for engineering services for the Starkweather Creek and Olbrich Gardens Watershed Study for a total cost of $337,045. Funding for the watershed consulting services agreement is provided in the 2025 Adopted Stormwater Utility Operating Budget. No additional appropriation is required.

Body
The City of Madison Engineering Division is conducting watershed and flood studies for the City as a result of extreme rain events over the past several years. The August 2018 historic event has highlighted the need for a comprehensive approach to Stormwater management to assist with identification of deficiencies on the system, project alternatives analysis for potential flood mitigation solutions, as well as prioritization and budgeting for future improvements to the system.

This contract will be a multi-year analysis (2025-2027). The City Engineer has advertised for consultant services for the completion of a comprehensive watershed study and report. Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the engineering contract be awarded to MSA Professional Services.

The term of the contract shall end December 31, 2027 and the contract price shall not exceed $337,045.

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with MSA Professional Services for engineering services for the Starkweather Creek and Olbrich Gardens Watershed Study.
