WHEREAS, The West Towne Area Retention Basin (WTARB) ( aka Far West Side Retention Basin) located off the 6700 block of Mineral Point Road is under the management and control of the City Engineering Division, but has been used, maintained and managed by the Madison 56er’s Soccer Club , Inc. as a soccer facility for many years. The Parks Division has provided oversight for the recreational activities since the retention basin has been used as a soccer field; but, because of limited financial and human resources, has not been able to to provide the necessary maintenance and improvements to keep pace with the facility’s use for recreational purposes, The Madison 56er’s has taken on the responsibility and expense of maintaining the soccer fields.

The concept of public private partnerships has been promoted and recommended as a viable option for service delivery. The Madison 56er’s offered the Parks Division an opportunity to expand and improve its soccer field inventory while the general public will still have access to recreational activities on a soccer field at WTARB. The City of Madison and the Madison 56er’s Soccer Club, Inc. desire to enter into a written understanding of the agreement of the parties that will provided priority field scheduling to the Madison 56er’s Soccer Club, Inc. The Madison 56er’s Soccer Club and the City of Madison have had a successful agreement regarding the WTARB soccer fields since May 2001. Said agreement has now expired.
