Fiscal Note
The proposed resolution provides authorization for Metro to submit a grant application for the upcoming TIGER grant. The resolution also amends Metro’s 2016 Adopted Operating Budget by appropriating $24,875 from Metro fund balance to support a purchased service contract to assist in preparing grant materials. Metro’s current fund balance is $6.5 million.
The grant application will seek federal funding to support the construction of the satellite bus storage facility at Nakoosa Trail; the total estimate project cost is $35 million. If awarded, the grant will support 50% of the project costs. The TIGER (Transportation Investment Generating Economic Recovery) grant program provides funding for investment in transit projects to build and repair critical pieces of our passenger transportation.

WHEREAS, the USDOT has released its 2016 TIGER grant application, with a due date of April 29, 2016; and,
WHEREAS, it would be advantageous for the City to receive TIGER grant funding to support the costs of constructing a satellite garage for Metro buses; and,
WHEREAS, the TIGER grant program is extremely competitive, and the grant application is very demanding; and,
WHEREAS, Vandewalle & Associates, Inc. has the expertise needed to help facilitate this grant process; and
WHEREAS, it is economical to the City on the basis of time and money to engage Vandewalle & Associates to write the City's TIGER application for funds to support construction of a satellite bus facility;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes Metro Transit to apply to USDOT's 2016 TIGER grant competition; and,
