The proposed resolution authorizes the Mayor and City Clerk to execute an agreement with the City of Middleton for improvements to Pleasant View Road from the Timber Wolf Trail to U.S. Highway 14. The total estimated project cost is $30,051,735, with the City of Madison contributing $2,630,601. $2.3m is available in the Capital Budget for Engineering - Major Streets, Pleasant View Road (MUNIS 10284), with an additional $1.56m included in the Adopted Capital Improvement Plan in 2023 to support construction.

PREAMBLE

The City of Madison and City of Middleton are proposing to reconstruct Pleasant View Road from Timber Wolf Trail to US 14 in 2023. The project includes the reconstruction of Pleasant View Road/Blackhawk Road, Pleasant View Road/Greenway Boulevard, and Pleasant View Road/Quarry Road intersections. The Cities applied for Federal Funds in the Surface Transportation Program Fund and the project received approval for 60% Federal funding of Construction.

The City of Madison and City of Middleton are participating in the construction and shall cost share the construction contract.

The project will be constructed under a contract let by the Wisconsin Department of Transportation (WisDOT). The City of Middleton has an Agreement with WisDOT and will be required for funding, oversight and construction. The City of Madison will reimburse the City of Middleton for construction costs within City of Madison. Each municipality shall approve design changes and change orders during construction within their own municipality boundaries. The proposed project is planned for construction in the year 2023.
