Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on the South Madison Beltline and USH 51. (Various ADs)

PREAMBLE
The Wisconsin Department of Transportation (WisDOT) has various projects to improve the South Madison Beltline from Old Sauk Road to Stoughton Road. The planned improvements include pavement rehabilitation and interchange upgrades. WisDOT has also scheduled the construction of an auxiliary lane on southbound USH 51 between Cottage Grove Road and Buckeye Road. Construction is planned to take place during the 2008 construction season.
The construction of this project cannot take place during the normal working hours of 7:00 AM to 7:00 PM because of the high traffic volume on these roadways. Night work will be required to avoid traffic backups and excessive disruption to normal travel patterns.
The proposed activities that will occur during the hours of 7:00 PM to 7:00 AM are general construction operations including sawing concrete, concrete removal, pavement milling and rubblization, pavement overlays, earthwork to build up slopes for new turn lanes and new gravel shoulders, pouring new concrete, installing temporary traffic signals and new traffic signals, removing and installing new beam guard, pavement marking, and signing.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution.
