PREAMBLE
The Council-adopted Schenk-Atwood Neighborhood Business District Master Plan, dated 12/7/2000, recommends that Winnebago Street be converted to two-way traffic at Williamson Street to allow direct access into the Schenk Atwood business district while maintaining a choice to bypass the business district on Eastwood Drive. Figure 15 (page 43-44) of the Master Plan illustrates the proposal. The Neighborhood Plan "recommends that the historic traffic patterns and the relationship of Schenk's Corners to the arterial street system be re-established while continuing to allow commuters to bypass the district on Eastwood Drive and First Street." In addition to de-isolating the business district and providing better, more
direct access and way-finding, the proposal would directly support the Neighborhood and Master Plan goals of revitalizing and promoting strong neighborhood centers and businesses. A separate but related Plan recommendation is to reconstruct First Street south of Winnebago Street for one-way traffic flow into Eastwood Drive.
A number of neighborhood meetings have been held over the last several years to review and discuss concepts and plans for implementing the Plan recommendation of a Winnebago Street two-way at Williamson Street. The last major neighborhood meeting was held May 9, 2006, where the Neighborhood Plan proposal was further developed into a preliminary
geometric design drawing, referred to as Option 1. Since that meeting, additional information has been gathered and funds have been included in the 2007 Capital Budget.
Merry Street and Buell Street have been scheduled for reconstruction...
