No City appropriation is required with the approval of the proposed amendment. City costs associated with urban development in this area will be included in future operating and capital budgets subject to Common Council approval.

SUBSTITUTE - Amending the City of Madison Official Map to establish mapped reservations for future Streets and Highways in the City of Madison consistent with recommendations in the adopted Oscar Mayer Special Area Plan.

NOTE: The proposed substitute resolution proposes a revised alignment for the street reservations for the area bounded by Aberg Avenue on the north, Packers Avenue (STH 113) on the east, Commercial Avenue on the south, and N Sherman Avenue on the west, which is attached with the label 'Version 2.' On Version 2, the north-south connection of Ruskin Street to Huxley Street remains in a slightly modified alignment, while the east-west connection of Roth Street across the Canadian-Pacific Railroad is broken into two distinct segments: a "T" intersection of Roth Street into Huxley Street south of the current intersection of those streets, and a westerly extension of Coolidge Street from Packers Avenue to the Ruskin-Huxley street. The alignments reflecting the alignments in the adopted Oscar Mayer Special Area Plan, which were reviewed by the Plan Commission on March 7, 2022, are attached with 'Version 1' labels for clarity.
WHEREAS the Common Council adopted Ordinance 2091 on August 11, 1966 to establish the Official Map for a part of the City of Madison located in the SW 1/4 of Section 31, T8N R10E to map various future streets/ highways, parkways, and greenways in the existing and future City generally bounded by Packers Avenue (STH 113) on the east, Aberg Avenue on the north, N Sherman Avenue on the west, and Commercial Avenue on the south; said Official Map section being amended by Resolution 23232 on March 28, 1972; section and
