The proposed resolution creates a Public Health Specialist position in Public Health funded by the Wisconsin Department of Health Services, with funding from the Centers for Disease Control and Prevention.
Public Health has received an Overdose Data to Action (OD2A) grant to fund a 1.0 FTE Public Health Specialist position from May 2020 to August 2022 to promote strategies and activities that build local capacity to prevent morbidity and mortality associated with opioid overdoses. The 2020 estimated cost of the position is $31,000, including benefits and will be funded entirely by the grant. The annual cost of the position is $92,000, including benefits and will also be fully funded by the grant.
The resolution also increases the FTE for a Public Health Specialist position funded by the Department of Justice Comprehensive Opioid Abuse Program (COAP) grant.
Public Health is partnering with the Madison Police Department, Dane County Department of Human Services, the Madison Fire Department, and the University of Wisconsin Population Health Institute to implement the COAP grant and “Pathways to Recovery Madison & Dane County” initiative. The Common Council passed a resolution on January 7, 2020 to create a grant-funded 0.75 FTE Pathways to Recovery Program Coordinator position in Public Health (RES-20-00006).
The Dane County Board approved the reclassification of the 0.75 FTE Program Coordinator position to a 0.75 FTE Public Health Specialist position on August 13, 2020 due to changes in the scope of the duties from project evaluation, data collection, and analysis to project management and with the budgetary savings from the reclassification, the COAP grant will fund an additional 0.25 FTE to make the Public Health Specialist position 1.0 FTE at no additional cost.
