Streets Division staff estimate that there likely will be an increase in General Fund revenues of perhaps $50,000 annually from additional licensing fees, primarily associated with the larger fees for scrap and recycling collectors with multiple vehicles and for solid waste haulers.

Amending Section 9.21 and creating Section 9.22 of the Madison General Ordinances to change the term "junk dealers" to "scrap and recycling dealers"; require additional licenses to operate such a business; regulate the purchase and sale of scrap metal and plastic bulk merchandise containers; amending Section 1.08(3)(a) to establish bail amounts for this section; and amending Section 1.08(4) to establish enforcement authority for this section.

DRAFTER'S ANALYSIS: This proposal changes the designation of "junk dealer" to "scrap and recycling dealer," changes definitions, requires licensing of solid waste haulers and raises license fees. The license for a scrap and recycling business is $1,000 and the license for a scrap and recycling collector is $250. In addition, the fee for a scrap and recycling collector with 2 to 5 trucks is $1,000 and the fee for a collector with 6 or more trucks is $5,000. The fee for a solid waste hauler is $1000 for a hauler with between 1 and 5 trucks and $5,000 for haulers with 6 or more trucks. Businesses under the proposal are allowed to be open on Sundays and legal holidays.
This proposal adopts the provisions of Wis. Stat. § 134.405 regarding the regulation of the purchase and sale of scrap metal and plastic bulk merchandise containers. Pursuant to Wis. Stat. § 134.406(6)(b), this proposal establishes an electronic reporting requirement of scrap material transactions, similar to the electronic reporting requirements recently established by the city for secondhand dealers.
