Title: To set forth the Agreement between the City of Madison and Dane County regarding Lyckberg Park and the surrounding area.

Fiscal Note
The Parks Superintendent estimates that a $295,700 investment would be required to bring this park up to standard. This cost estimate is comprised of the following items: tree and fence line cleanup, $7,500; replace area lighting and service, $16,000; install new fencing, $9,000; provide new playground, $85,000; provide new asphalt side walk, $7,500; provide concrete walkway, $22,000; remove existing asphalt and concrete, $2,500; provide new basketball court, $15,000; shelter renovation, $82,100; park sign, $600; contingency sewer and water laterals, $20,000; regrade playfield and seed, $7,500; general cleanup of debris, $3,000; and project management, $18,000. Of the total costs of $295,700, an estimated $36,200 of work would accomplished by Parks staff, with the remaining $259,500 of work performed by outside contractors. These costs are not included in the Adopted 2006 - 2011 Capital Improvement Program (CIP), and would have to either be amended into the 2006 Capital Budget or integrated into the 2007 Capital Budget CIP. Annual operating expenses are estimated at $9,000, and would have to be included in future Parks operating budgets.

The City of Madison has solicited public input and completed extensive planning for South Madison neighborhoods, including Bram's Addition and Capitol View Heights. The resulting South Madison Neighborhood Plan, adopted in 2005, includes a portion of the Alliant Energy Center property bordering on Koster Street known as Lyckberg Park.
Lyckberg Park consists of two distinct portions - a southern parcel where improvements are located and a flat northern portion that the Alliant Energy Center has used for parking for over 35 years.
