Fiscal Note
Total funding of $130,426 for this data collection and analysis project will be funded with Metropolitan Planning funds (80%) with state (WisDOT) (5%) and local (15%) matching funds and are included in the MPO’s budget, which is part of the Planning Division’s budget, some additional and funds to be used from the currently budgeted Madison in Motion project (MUNIS project #10704).

Authorizing a purchase of services contract with the Board of Regents for the University of Wisconsin System, on behalf of the University of Wisconsin-Madison, Survey Center for transportation system performance data collection and analysis services.
Body
WHEREAS, the City of Madison’s transportation system should support a shared community vision, enabling mobility choice, economic vitality and supporting the City’s sustainability goals; and,
WHEREAS, better understanding how all modes are used will inform decision-making regarding transportation infrastructure and improvements, helping to ensure what is built is both effective and cost effective; and,
WHEREAS, the National Household Travel Survey (NHTS) can be used to establish a comprehensive dataset for all modes, enabling ongoing monitoring and more informed decision making, and to ensure statistical validity, the NHTS must be supplemented with additional data collection to better capture how all of Madison residents travel, including those using other modes and low-income households; and,
WHEREAS, this data collection opportunity is a major part of the Madison in Motion ongoing transportation system performance monitoring program, which establishes 2016 as the baseline year, and takes advantage of the National Household Travel Survey (NHTS) that only occurs once every 7 years or so; and,
