This grant will be accounted for in a segregated fund (SG49) and is not subject to Expenditure Restraint Program limits. The City's existing insurance policy protects the City from the risk imposed by the indemnification and insurance provisions.

Body
The Fire Department has been notified of a grant award of $227,592 from the Wisconsin Office of Justice Assistance Homeland Security Program. Last year, the City received a grant of $400,000 for this program.

Resolution No. 58478 approved the City of Madison to contract with the U. S. Department of Health and Human Services to develop a Metropolitan Medical Response System (MMRS) for Weapons of Mass Destruction (WMD) . A Steering Committee of City agencies, County agencies, medical providers, etc. has been working on the planning and development of the MMRS Program. The Fire Department is responsible for working with the County on grant administration and reporting.

This grant award covers:

1. Full implementation the automatic vehicle locator (AVL) system and expansion of the Geographic Information System.

2. Training and exercises for responders to WMD incidents.

3. Supplies for radiological monitoring and a program of enhanced public information.

4. Radiological and Medical Health Effects Preparedness.

5. Extension of the programs for mass care shelter and treatment facilities, emergency alert system, quarantine/isolation preparedness and pharmaceutical cache management.

6. Funding for administration of the program.
