Fiscal Note
The proposed resolution authorizes the Mayor and City Clerk to apply for a Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant to cost-share the reconstruction of the Old Sauk Trails Business Park Ponds and Excelsior Greenways. If successful, the grant application requires a 30 percent cost share of non-federal funds. At this time, the total estimated project cost ranges from $7.7 to 9.9 million. Total project cost will be finalized after design is complete in 2021.
Funding provided in the current 2021 Adopted Stormwater Utility Capital Improvement Plan includes the projected cost share amount in project numbers 13155 and 13157. Therefore, no additional funding is requested at this time. This resolution does not propose amending the budget; a subsequent resolution will be introduced authorizing the use of these funds in 2021 or 2022 if this grant is awarded.

PREAMBLE
The City of Madison Engineering Division is reconstructing the stormwater ponds and greenways in the Old Sauk Trails Business Park on the west side of the City. The reconstructed ponds and greenways will help the City meet its Wisconsin Pollutant Discharge Elimination System (WPDES) Municipal Separate Storm Sewer System (MS4) permit goals and its flood reduction targets.
The City is applying for a FEMA BRIC grant to partially fund the reconstruction of the project. The FEMA BRIC grant will include a 30 percent cost share of non-federal funds. The cost share is currently budgeted in the 2021 Adopted Stormwater Utility Capital Improvement Plan.
