Authorizing the adoption of amendments to the "Regulations Governing Vending on the State Street Mall/Capitol Concourse" to amend the Mall/Concourse Food Vending Site map.
Body
WHEREAS, Sections 9.13(6) of the Madison General Ordinances provide that the Vending Oversight Committee (VOC) is empowered to promulgate regulations not inconsistent with Sec. 9.13, governing the sale of goods and personally prepared food on the State Street Mall/Capitol Concourse; and the number, size, location of vending sites therein; and

WHEREAS, pursuant to Sec. 9.13 the Common Council must approve the regulations promulgated by the VOC; and

WHEREAS, said regulations are currently published in a document entitled "Regulations Governing Vending on the State Street Mall/Capitol Concourse" and those Regulations include Maps showing the location of Mall/Concourse Vending Sites, and

WHEREAS, the VOC, at a meeting on January 11, 2005, approved amendments to the Mall/Concourse Vending Site Map, which is Exhibit 1 to said Regulations, and a copy of the amended map is attached hereto; and

WHEREAS, the changes to the map also require changes to the text of Section II. A. of said Regulations, as follows:

1. Food Vendors.

a. Capitol Square. There shall be a maximum of eight (8) nine (9) daily food vendor sites and an additional nineteen (19) seventeen (17) Saturday-only food vendor sites.

b. 700 - 800 Blocks of State Street. There shall be a maximum of fourteen (14) sixteen (16) daily food vendor sites using electricity and four (4) sites one (1) site that does not require electricity.

c. Elizabeth Link Peace Park. There shall be a maximum of three (3) daily food vendor sites, two (2) using electricity and one (1) that does not require electricity.
