Fiscal Note
The proposed resolution authorizes the execution of a State/Municipal Agreement with the State of Wisconsin Department of Transportation and City of Madison for cost sharing and maintenance of US51 Stoughton Road North (I39 to Milwaukee St). The 2026 Adopted Capital Budget includes $5.0 million in funding for construction in 2028 (Munis #15796). Requests for actual design and construction timing amounts will be updated in future capital budget requests and approved through the budget process. At this time, no additional appropriation is required.

PREAMBLE
The State of Wisconsin Department of Transportation (WisDOT) plans to reconstruct US51 Stoughton Road from I39 to Milwaukee St. The project is set to be let into three different construction contracts over 3 different years (2028-2030)
As part of the project, the City and WisDOT staff met with the public and gathered input on the project. The roadway will be reconstructed along the segment including pavement, stone base, curb and gutter, lighting, storm sewer, pavement marking & multi use path. Intersection improvements are proposed at each street intersection along the corridor. A multi use path is proposed along the east side of the roadway from Hoepker Road to USH 30. There are two proposed pedestrian and bicycle overpasses included, one over E Washington Ave and one over Stoughton Road just south of USH 30.
Under WisDOT policy, municipalities are required to cost share for certain items on a project, such as the multi-use path, path lighting & pedestrian/bicycle overpasses. Additionally, the City will have to enter into an agreement...
