SUBSTITUTE - Authorizing the Mayor and Chief of Police to accept a Homeland Security Grant of $13,896 for the purpose of sponsoring, with the Office of Justice Assistance, a Tactical Emergency Medical Support training program.
Body
WHEREAS, the City of Madison Police Department's Emergency Response Team (ERT) routinely responds to incidents involving potential serious bodily injury and/or death to citizens, as well as to officers and other first responders; and,

WHEREAS, many of these incidents involve injuries occurring in areas that are potential danger zones for first responders, thereby making rescue difficult; and,

WHEREAS, the ERT needs advanced medical support, with advanced training and equipment, to enable a rapid response into such dangerous environments in order to prevent loss of life; and,

WHEREAS, the City of Madison Fire Department has highly trained, professional paramedics capable of providing the levels of medical treatment necessary to prevent loss of life, but lacks the advanced training in the area of Tactical Emergency Medical Response; and,

WHEREAS, the Madison Police Department and the Madison Fire Department are working jointly to create a group of paramedics that are certified in this area of response; and,

WHEREAS, the National Tactical Officer's Association is a leader in the area of police tactical response, and provides quality training in the area of Tactical Emergency Medical support; and,

WHEREAS, the State of Wisconsin Office of Justice Assistance provides financial support to local entities to obtain needed training.

NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept a Homeland Security Grant not to exceed $13,896 from the Office of Justice Assistance.
