No net expenditure is required for this project, but the Information Services 2005 Capital Budget will need to be amended to provide both the additional expenditure authority of up to $35,000 and a like amount of State grant revenues.

WHEREAS, the City of Madison Police Department and Municipal Court annually process over 20,000 citations for traffic offenses which adopt State Statute; and
WHEREAS, this traffic citation data has historically been collected using the Wisconsin Uniform Traffic Citation Form (MV4016, s345.11 Wis. Stats.); and
WHEREAS, over 2,000 hours per year of clerical staff from the Madison Police Department are used to enter data from these traffic citations; and
WHEREAS, the State of Wisconsin Department of Transportation (Wis DOT) duplicates the data entry of this same information; and
WHEREAS, Wis DOT, over the past two years, has been working with the Madison Police Department to develop software entitled "Wisconsin TraCS Suite" (Traffic and Criminal Safety Software) to create and distribute electronic or "e-citations;" and
WHEREAS, Wis DOT envisions replacing the current paper traffic citations with the TraCS e-citation, for use by all police departments statewide; and
WHEREAS, Wis DOT, working with the Police Department and Information Services, have identified obstacles in the e-citation TraCS work flow as it relates to current Madison Police Department and Municipal Court electronic environments; and
