This resolution authorizes the receipt and expenditure of $10,000 for a prescription drug abuse initiative. The budget amendment would be as follows:

Approving receipt of $10,000 from the U.S. Conference of Mayors in recognition of the City of Madison’s prescription drug abuse initiative; amending the budget of the Department of Public Health Madison and Dane County; and, authorizing the Board of Health for Madison and Dane County, on behalf of the Department of Public Health Madison and Dane County, to grant the money to Safe Communities, Inc.

WHEREAS, at its January 2013 meeting, the U.S. Conference of Mayors and Purdue Pharma, the contest sponsor, awarded $10,000 to the City of Madison in recognition of its comprehensive campaign to reduce the incidence of prescription drug abuse; and
WHEREAS, poisoning is now Dane County’s number one cause of injury death, surpassing motor vehicle crashes. Eighty-five percent of these poisoning deaths are caused by misuse or abuse of prescription, over-the-counter, or illicit drugs; and
WHEREAS, opiate pain medications represent a significant proportion of deaths and non-fatal poisonings, can be overprescribed, and can lead to dependence and abuse. Research indicates that prescription opiates are a gateway to heroin use, which is steadily increasing in Dane County and nationally; and
WHEREAS, the City of Madison, in collaboration with Dane County and Safe Communities, Inc., has brought together 40 partners representing law enforcement, drug treatment and health care providers, the courts, emergency responders, public health leaders and policymakers to address the problem of prescription drug abuse; and
WHEREAS, the Department of Public Health Madison and Dane County have included $78,000 in their 2013 Budgets for Safe Communities, Inc., to coordinate this initiative; and
