Creating Sec. 28.08(7)(c)14. and 15. of the Madison General Ordinances to add certain outdoor vending and restaurants in churches as conditional uses in the R6 District.

DRAFTER'S ANALYSIS: These amendments add two conditional uses to the R6 District. They allow a church to use part of its space for a restaurant that is operated either by the church or another entity and certain non-profit entities to have on-site outdoor vending.

The Common Council of the City of Madison do hereby ordain as follows:
1. Paragraph 14. of Subdivision (c) entitled "Conditional Uses" of Subsection (7) entitled "R6 General Residence District" of Section 28.08 entitled "Residence Districts" of the Madison General Ordinances is hereby created to read as follows:
"14. Restaurants, including catering, in churches provided that:
a. The lot is owned by the church, which operates the restaurant or leases the space to the restaurant,
b. The restaurant does not exceed three thousand (3000) square feet in area, and
c. No advertisement or display shall be visible from outside the building, except an identification street graphic that complies with the regulations in Chapter 31 of the Madison General Ordinances."
2. Paragraph 15. of Subdivision (c) entitled "Conditional Uses" of Subsection (7) entitled "R6 General Residence District" of Section 28.08 entitled "Residence Districts" of the Madison General Ordinances is hereby created to read as follows:
"15. Outdoor vendor and/or catering services by a non-profit organization that provides transitional housing and employment training provided that:
a. Vending shall occur only on the site where the transitional housing and employment training are located,
b. Vending shall be from a cart(s), which shall be removed from view when not in use,
