Adopting Conceptual Master Plan for Odana Hills Golf Course (District 11)

The Parks Division is working with Michael and Jocelyn Keiser and the Madison Parks Foundation to invest in the future of Odana Hills Golf Course. This project will be a partnership modeled from our prior successful partnership in creating The Glen Golf Park. Michael and Jocelyn Keiser are Madison residents and generous supporters of the park system. Michael is a world-renowned expert in golf course development and led the reinvestments at The Glen. Staff are proposing leveraging the significant private donation to wisely invest Golf and City Resources for other much needed clubhouse, park and public infrastructure improvements.
Parks Division along with other City Agencies and Golf Course and Park Design consultants have collaborated with other City agencies on stormwater and bike path connections, as well as improved clubhouse and park facilities. Three draft park design concepts were presented to the public, from which the final park master plan was selected and refined based off public feedback. Staff provided an informational presentation at the May 13, 2026 Board of Park Commissioners meeting, which included an overview of the proposed design concepts for the golf course and park, summary of public engagement efforts, and overview of project timeline. The design team has since further refined the designs, determined estimated impact to trees along with approximate locations and amount of natural areas to be added or improved as part of the project.
At the June 10, 2026, the Board of Park Commissioners will consider the Master Plan for the Golf Course. As the Park Master Plan has progressed, staff have determined that additional time is needed to refine the plan and make adjustments to ensure the plan is designed to be constructed within the necessary timeline and budget.
