Title
Reaffirming the transportation ordinance changes to the transportation department and transportation committee structures as adopted by the Common Council on September 19, 2017 and establishing a timeline for implementing these ordinances as effectuated by the companion ordinance delaying the effective date of the above ordinances until June 29, 2018.
Body
WHEREAS, on September 19, 2017, the Common Council adopted Ordinances ORD-17-00099, ORD-17-00100, and CHA-17-0002 to repeal and recreate Sec. 3.14 of the Madison General Ordinances (Department of Transportation) and create Sections 33.55 (Transportation Policy and Planning Board) and 33.56 (Transportation Commission); and,

WHEREAS, the Common Council set an effective date of January 1, 2018 for each of the above ordinances; and,

WHEREAS, as a result of the adoption of these ordinances, the City is in the process of hiring a Director of Transportation and soliciting applications for appointments to the Transportation Policy and Planning Board and Transportation Commission; and

WHEREAS, the position of Director of Transportation is not currently funded in the City’s operating budget, has projected annual costs (including benefits) of $200,000 annually, and will therefore not be filled by the January 1, 2018 effective date of the ordinances; and,

WHEREAS, the Common Council believes that the City’s budget will reflect a hiring timeline for a Director of Transportation of July 1, 2018; and,

WHEREAS, the Common Council believes it is in the City’s best interest to have the ordinances above become effective at or near the time the new Director of Transportation is hired and the new Board and Commission are constituted;

WHEREAS, as companion to this Resolution, an ordinance is being introduced to delay the January 1, 2018 effective date until June 29, 2018 in order to provide more time for the City to hire a Director of Transportation and confirm appointments to t...
