Title
Designating the Community Development Authority of the City of Madison (CDA) to act as the Local Redevelopment Authority (LRA) for purposes of assisting in the redevelopment planning and disposition process of the Truman Olson Army Reserve Center, 1402 South Park Street.
Body
WHEREAS, on May 8, 2007, the U.S. Army published in the Federal Register that the Truman Olson Army Reserve Center was no longer needed for Defense Department purposes; and
WHEREAS, per Department of Defense regulations, local governments may designate a local redevelopment authority to manage the disposition process, provide redevelopment planning services, or accept conveyance of the property by the Defense Department to the LRA for redevelopment purposes; and
WHEREAS, the Community Development Authority of the City of Madison (the "CDA") is authorized by Section 66.1333 of the Wisconsin Statutes (the "Redevelopment Act") to prepare redevelopment plans.
WHEREAS, as the City's redevelopment agency, the CDA can be designated as the LRA for purposes of working with the Defense Department to work on the redevelopment planning and disposition of the site; and
WHEREAS, designation of the CDA as the LRA will permit local involvement in the redevelopment process to make sure that any redevelopment is consistent with locally-adopted City plans including the Comprehensive Plan, the South Madison Neighborhood Plan, and the Wingra BUILD Plan.
NOW THEREFORE BE IT FINALLY RESOLVED that the Common Council designates the Community Development Authority of the City of Madison as the Local Redevelopment Authority to assist in the redevelopment planning and disposition process for the Truman Olson Army Reserve Center.
