Fiscal Note:
The proposed resolution will amend the 2017 Adopted Operating Budget to transfer $20,000 from Contingent Reserve to the Police Department budget for the purchase of individual dispensers of naloxone to be used in saving the lives of individuals experiencing an overdose of an opioid. Funds will be transferred to MUNIS account 31100-53230 (Service: Police Field, Object: Medical Supplies). Following the transfer of these funds, the remaining balance in the 2017 Contingent Reserve will be $1,459,381.

WHEREAS, in the past two years the City of Madison Police Department (MPD) has applied for, and received a grant from Kaleo, that provided over 500 naloxone HCI auto-injectors for all commissioned employees to carry; and,
WHEREAS, in 2015-2016, Madison Police Officers utilized their naloxone HCI auto-injectors over 118 times, saving over 100 lives; and,
WHEREAS, in early February 2017 the MPD, applied again for this same grant from Kaleo; and,
WHEREAS, according to the news media the cost of individual injectors went from $690 a few years ago to $4,500 in 2017; and,
WHEREAS, upon learning of the price increase, the MPD withdrew its application on February 13, 2017; and,
WHEREAS, neither the MPD nor the City of Madison condones the practice of extreme price increases for life saving medications of any kind; and,
WHEREAS, the need for commissioned employees to carry life saving medication for opiod overdoses still exists; and,
WHEREAS, the MPD was informed of a State bid for individual nasal applicators of the medication naloxone at a cost of $37.50 per dose; and,
