Fiscal Note
This resolution amends the 2008 Parks Division Capital Budget, providing an additional $250,000 in funding for purchase of a property to complete the Ed Klief Park expansion. Funds are to be derived from SI32 "Citywide Parkland Fees". There is no anticipated impact upon the tax levy or cost controls.

PREAMBLE
"The first parcels of land for the Ed Klief Park were acquired by the City of Madison in 1936 to create the MIlton Street Playground. Later, more land was purchased to expand the park. On March 5, 1969 the playground was renamed in memory of Edward Klief (1882-1969). Klief was a Madison resident for 68 years and fought to create this park. He served as an Alderman in the old Eleventh Ward from 1935 through 1937, and also served as an election official at the polls for many years"... from historical marker at Ed Klief Park.
The Ed Klief Park is one city block bounded by South Orchard Street on the west, South Charter Street on the east, Milton Street on the south and Owen Court on the north. The block is identified as Block 3, Eighmy-Ramsay Addition to City of Madison. Only two buildings remain on the block: 17-19 Orchard Street which the City owns and will either have moved or demolished in the fall of 2007, and 21 Orchard Street. It is a Parks Division goal to develop the entire block into much needed park and playground space.
This last privately owned building, located at 21 Orchard St., was built in 1925, has two stories, contains 4 bedrooms, 1 bathroom and is rented from August 15, 2007 to August 15, 2008 to four (4) individuals. The lot is approximately 4,040 square feet and has a one-car garage. Both buildings will eventually be moved or demolished.
