SUBSTITUTE Approving roadway geometry for the Atwood Avenue Reconstruction (Fair Oaks Avenue to Cottage Grove Road). (6th & 15th ADs)
Body
The City is proposing to reconstruct Atwood Avenue from Fair Oaks Avenue to Cottage Grove Road. The reconstruction would include pavement, sidewalk, curb & gutter, bike facilities, lighting, storm sewer, sanitary sewer and water main. A new pedestrian and bicycle bridge is being proposed over the Starkweather Creek. The project is currently planned for construction in two phases: Fair Oaks Ave to East of Walter St in 2020, East of Walter St to Cottage Grove Rd in 2021.
The City retained MSA Professional Services for design services for the project. Two public informational meetings were held to present designs and obtain public input. The proposed design includes, one eastbound vehicle lane, two westbound vehicle lanes, a multi-use path on both sides of the roadway from Oakridge Ave to Dennett Dr, and new on street bike lanes from Dennett Dr to Cottage Grove Road. New medians and colored crosswalks are included in the design. The Walter St & Atwood Ave intersection is proposed to be rebuilt with a traffic signal.
NOW THEREFORE BE IT RESOLVED that the roadway geometry for Atwood Avenue Reconstruction (Fair Oaks Avenue to Cottage Grove Road) is hereby approved and,
BE IT FURTHER RESOLVED that City Engineering and City Traffic Engineering are hereby authorized to proceed with final design for the project.
BE IT FURTHER RESOLVED that City Engineering review and possibly include the following recommendations in the final design based upon feedback received
1. Relocate the bike path along Lakeview Avenue and not through the park west of Starkweather Creek.
2. Potentially eliminate the parking along the south side of Atwood Avenue, shift the sidewalk north of the bike path, and provide terrace space to separate the road from the sidewalk/bikepath.
