The proposed resolution authorizes a non-competitive purchase of renewable diesel from Harland Fuel Products, LLC (Hartland) for an amount not to exceed $1,250,000. The Fleet Service budget includes $2.0 million for diesel fuel, of which $1.6 million is currently encumbered with Hartland. Upon passage of the resolution, the Fleet Service Division will modify their existing purchase order with Hartland to allow for the purchase of up to $1,250,000 in renewable diesel, with the remainder of the Fleet's diesel budget allocated to regular diesel blends. Funding for the non-competitive purchase agreement is available in the 2025 Adopted Fleet Service Operating Budget. No additional appropriation is required.

WHEREAS, the City of Madison has set the ambitious goal of reaching 100% renewable energy and net zero carbon emissions for city operations by 2030; and,

WHEREAS, renewable diesel is a clean energy fuel that does not require costly infrastructure improvements to facilitate its use in colder temperatures; and,

WHEREAS, renewable diesel reduces carbon intensity by 65% on average when compared with petroleum diesel according to California's Low Carbon Fuel Standard Certified Carbon Intensities; and,

WHEREAS, the Fleet Division tested the use of renewable diesel in our fleet operations in 2024 with positive results as determined jointly by Fleet, Streets, and other divisions of the Public Works Department; and,

WHEREAS, additional testing is required to determine what blends of renewable diesel will meet our mechanical and operational needs throughout the year; and,

WHEREAS, the Fleet Division has reviewed currently available products and suppliers and identified Hartland Fuel Products LLC as the best available vendor for the reasons explained in the attached noncompetitive selection request form; and,
