Informational Presentation on the Starkweather Park Development Plan Process

The Final Plat of the Starkweather Plat was adopted by the Common Council on October 8, 2024. The adopted plat includes park land dedication totaling 21.98 acres to expand Starkweather Park. The plat, including the land that was disposed of through surplus by the City, was recently officially recorded, and Starkweather Park now totals 34.38 acres. The Wisconsin Department of Natural Resources released the surplus property of grant-encumbered restrictions. Public access to park will be maintained throughout construction and permanently provided by new public streets and sidewalks being constructed as part of the development project.

 

The Development Team has expressed an interest in pursuing strategies that will allow for more timely development of the Starkweather Park than typical processes allow.  As such, the Parks Division intends to enter into a Purchase of Services Agreement with Starkweather LLC, to perform public engagement and design work to produce a Park Development Plan for Starkweather Park. Staff will be directly involved in overseeing the process and the Board of Park Commissioners will be kept apprised throughout with final approval when process is complete. Parks staff will provide a brief presentation to outline the proposed public engagement and plan development process.
