Fiscal Note
The proposed resolution authorizes a sole source contract to replace and refurbish ambulances within the City’s fleet. The 2017 Adopted Capital budget includes $2,467,000 for Fire Equipment and Apparatus. No additional appropriation is required.

Approval to Sole Source the purchase and refurbishment of City of Madison ambulances with North Central Ambulance, dba Jerry’s Transmission.
Body
WHEREAS, ambulances consist of two main components, the Ford chassis and the Braun rescue body or box; and
WHEREAS, North Central Ambulance (NCA) is the regional authorized dealer for the Braun rescue body; and
WHEREAS, the City of Madison has been using NCA and the Ford/Braun configuration for over 20 years; and
WHEREAS, the Braun rescue body carries a lifetime limited warranty and has the advantage of being able to be refurbished and remounted; and
WHEREAS, the remount process allows the rescue body to be fully restored inside and out, and outfitted with a new chassis rather than having to purchase a new ambulance; and
WHEREAS, this program allows the City of Madison to save money while maintaining our specifications and interchangeability of equipment and personnel. The cost of a new ambulance is approximately $275,000, where as the cost to refurbish a unit is $150,000 presenting a savings of $125,000; and
WHEREAS, the City of Madison Fire Department has found the NCA/Ford/Braun ambulance to be reliable; and
WHEREAS, MGO 4.26(4) requires Common Council approval for the sole sourcing of purchases in excess of $25,000.
NOW, THEREFORE, BE IT RESOLVED, that the Council approves the sole sourcing of ambulance replacement/refurbishment from North Central Ambulance, dba Jerry’s Transmission, for a five year term.
BE IT FINALLY RESOLVED, the Fire Chief and Fleet Service Superintendent must mutually agree that the continuation of this program is in the best interest of the City.
