Fiscal Note
This contract will increase the City's monthly payments for DS3 by $668 (From $1,551 to $2,219). The increase will be partially offset by allowing the City to receive a discounted rate on T1 connections. With the current number of T1 connections this cost savings is estimated to be $533 per month. Additional T1 connections added in the future will increase this cost savings. The estimated net fiscal impact of this contract is an increase of $135 per month. Funding for this contract is provided for in the 2007 Operating Budget.

Body
WHEREAS, the City currently operates multiple T1 lines over a DS3 connection under a 5-year contract that is due to expire; and
WHEREAS, Information Services has worked with AT&T to upgrade our telephone service capabilities to provide increased bandwidth and reliability and in order to support those capabilities, the current DS3 framework must be upgraded; and
WHEREAS, AT&T has proposed to install "SONET " service, which is described by AT&T as, "An OC-3 Dedicated Ring Service custom network, set up in a ring architecture designed to provide increased reliability and functionality via self-healing network designs connecting multiple city locations with AT&T Central Offices, which act as communication hubs that provide connectivity to the worldwide AT&T network for a designated area of Madison"; and
WHEREAS, Information Services wishes to go forward with the SONET ring service under a 5-year contract that would replace the DS3 contract that is about to expire, at the cost of $2,218.75 per month; and
WHEREAS, the new SONET ring capabilities will allow the City to obtain reduced rates for future T1 phone lines; and
WHEREAS, using a different vendor for these connections would require an additional DS3 or OC-3 from that vendor without being able to eliminate the AT&T DS3, due to contractual obligatio...
