Fiscal Note
The proposed resolution authorizes the release of the Crisis Intervention and Prevention Services Request for Proposals. The 2026 Cost to Continue includes $2.1 million for community agency contracts related to Crisis Intervention and Prevention services. Funding for contracts beginning in 2026 is contingent on adoption of the 2026 Operating Budget by the Common Council. No additional appropriation is required at this time.

WHEREAS, the City of Madison Community Development Division (CDD) released its first Crisis Intervention and Prevention (CIP) Services RFP in 2021, funding a broad range of crisis response, stabilization, and prevention services to support residents throughout the city; and
WHEREAS, the 2021 RFP structured the CIP service area into three program types-Crisis Intervention Support Services, Recovery and Stabilization Services, and Prevention Services and Activities; and
WHEREAS, over the course of the 2022-2025 funding cycle, CDD sought input through community engagement, outcome tracking, and coordination through the CIP cohort of funded agencies to assess the impact and identify areas for improvement; and
WHEREAS, input from funded agencies, community stakeholders, and partner departments has prompted several adjustments designed to better align the CIP funding process with current needs, reduce duplication of services, and promote holistic and equitable service delivery; and
WHEREAS, in response to this feedback, CDD proposes the following changes to the 2025 CIP RFP:
