Amending Sec. 27.03(2) to define mail receptacles and creating Sec. 27.05(2)(aa) of the Madison General Ordinances to create a requirement that all owners of rental dwelling units provide and maintain mail receptacles for the rental dwelling units.

DRAFTER'S ANALYSIS: This proposal creates a requirement that all owners of rental dwelling units provide and maintain a federally approved mail receptacle for those rental dwelling units. Currently, there is nothing in the City Ordinances that requires the provision of mail receptacles at dwelling units. This ordinance creates that requirement upon the owners of rental dwelling units, making it subject to existing federal laws and regulations. However, this requirement does not extend to owner occupied dwelling units.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (2) entitled "Definitions" of Section 27.03 entitled "Rules and Definitions" of the Madison General Ordinances is amended by amending therein the following:
"Mail Receptacle. "Mail Receptacle" means a mailbox, letterbox, door slot or other object used to receive mail that meets federal postal requirements. The applicable federal postal requirements are those set forth in the Domestic Mail Manual, Section 508, or other applicable federal laws or regulations that may replace or modify these specifications."
2. Subdivision (aa) of Subsection (2) of Section 27.05 entitled "Safe and Sanitary Maintenance of Property" of the Madison General Ordinances is created to read as follows:
"(aa) Mail Receptacles. The owner of any rental dwelling unit must provide, and maintain in proper working condition, a mail receptacle that meets federal postal requirements for the rental dwelling unit."
