The proposed resolution authorizes the agreement for engineering services for Spring Harbor Watershed Study, a total estimated cost of $290,000. The adopted 2019 capital budget provides for $7,570,000 in GO Borrowing and Stormwater Utility reserves for the Citywide Flood Mitigation program. $775,000 has been allocated for watershed, flood and planning studies. GO Borrowing funding for this contract in the amount of $290,000 is included in the 2019 Adopted Capital Budget for Stormwater Utility Citywide Flood Mitigation (MUNIS 11513).

PREAMBLE
The City of Madison Engineering Division is proposing to conduct watershed and flood studies for the west and near west sides as a result of extreme rain events over the past several years. The August 2018 historic event has highlighted the need for a comprehensive approach to Stormwater management to assist with identification of deficiencies on the system, project alternatives analysis for potential flood mitigation solutions, as well as prioritization and budgeting for future improvements to the system.
This contract will be a multi-year analysis (2019-2020). The City Engineer has advertised for consultant services for the completion of a comprehensive watershed study and report. Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the engineering contract be awarded to Advanced Engineering and Environmental Services, Inc.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with Advanced Engineering and Environmental Services, Inc.for engineering services for Spring Harbor Watershed Study.
