Fiscal Note
The proposed resolution authorizes the City to execute an agreement with the State of Wisconsin Department of Transportation for construction cost sharing and State design review costs for Federal funds under the 2026-2030 WisDOT Transportation Alternatives Program (TAP). Under the program, 80% of participating construction costs will be reimbursed, up to a maximum of $1,000,500. The 2026 Capital Improvement Plan (CIP) includes anticipates funding this project with design funding in 2026 and construction in 2029. Future CIP requests will include funding, subject to Common Council approval. At this time, no additional appropriation is required.

PREAMBLE
Engineering Division and Department of Transportation submitted an application for Federal funds under the 2026-2030 WisDOT Transportation Alternatives Program (TAP) authorized by resolution RES-25-00582, File ID 90193, approved on 10/28/2025 by the Common Council.
The project to construct a shared use path on W Beltline from Seminole Hwy to Landmark Pl was awarded a federal grant under the Transportation Alternatives Program (TAP) that will reimburse 80% of participating construction costs to a maximum of $1,000,500.
Design will begin in 2026 and construction is scheduled for 2029.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for construction, construction oversight and cost sharing for the W Beltline Path project.
