Title: Amending Section 3.31(2) of the Madison General Ordinances to modify the rate at which election officials shall be paid.

Fiscal Note
Additional funding requirements will vary depending on the number of elections in a year, the type of election and the increase in living wage.  The rate-related increase for a two-election year (comprised of one spring primary and one spring general election) is projected at $7,660 in total.  The additional cost for a fall primary election is estimated at $5,690, while the increase for a fall general election is projected at $7,300.  The total rate-related increase for 2006, a four-election year, is therefore estimated at $20,650.  Additional funding will be requested as part of the 2006 Operating Budget process.  No additional appropriation is required for 2005.

DRAFTER'S ANALYSIS:  This ordinance change modifies the rate of compensation election officials shall receive to reflect language adopted by 2003 Operating Budget Amendment No. 2.

The Common Council of the City of Madison do hereby ordain as follows:
Subsection (2) entitled "Compensation" of Section 3.31 entitled "Appointment of Election Officials and Their Compensation" of the Madison General Ordinances is amended to read as follows:
"(2)      Compensation. Election inspectors shall be paid at the an hourly rate of $9.57 per hour  commensurate with the living wage as calculated by the City Comptroller to be effective January 1 of the year in which the election occurs, with the chairperson of each ward receiving an additional 15%. The Chairperson shall be paid at the rate of $11.01 per hour.  In addition thereto, ten dollars ($10) shall be paid to each election inspector attending the School of Instruction conducted by the City Clerk."
