Board of Health for Madison and Dane County Resolution #2025-09 Amending the Public Health Budget and Authorizing Approval of the Updated Licensed Establishment Fee Schedules with the 1% Increase in DATCP Reimbursement Fees and Other Fee Changes

As an agent for the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP), Public Health Madison and Dane County (Public Health) is contractually required to reimburse DATCP for annual fees that are collected from licensed establishments. The State annual fees are changing from 12% in 2024 to 13% in 2025 starting April 1, 2025.
Additionally, Public Health proposes a fee change for Public Pools and Water Attractions and Recreational and Educational Camps starting April 1, 2025.
1. The Licensed Establishment program licenses approximately 480 public pools and water attractions. The licensing system must be in alignment with DATCP’s updated nomenclature and risk-based licensing categorization. The changes to license fees will increase revenue by $241 for the licensed establishment program.
2. Currently, there are three licensed recreational and educational camps in Dane County. The changes to license fees will increase revenue by $821 for the licensed establishment program. This increase is to cover the actual cost for Public Health staff to complete the work.
Correspondingly, Public Health Food and General License Fee Schedules will be updated to reflect the 1% increase in State annual fees, and other fee changes for Public Pools and Water Attractions and Recreational and Educational Camps.
NOW, THEREFORE BE IT RESOLVED, that the annual establishment fees shall be established by the Board of Health and may be reestablished by the Board of Health as needed, per MGO Ch 7 and CH 9; and
