SECOND SUBSTITUTE: Amending Section 27.05 of the Madison General Ordinances to refine lawn and property maintenance provisions.
Body
DRAFTER’S ANALYSIS: This amendment primarily repeals references to Land Management Plans as they related to natural landscape areas. It also further refines certain aspects of Section 27.05 related to exterior property maintenance inclusive of buildings, structures, yards, terraces, and vacant areas.

The substitute eliminates all changes related to registration and enforcement of Native Tall Grass Lawn Areas.

The second substitute makes modifications recommended by the Sustainable Madison Committee.

The Common Council of the City of Madison do hereby ordain as follows:

1. Subsection (1) of Section 27.05 entitled “Safe and Sanitary Maintenance of Property” of the Madison General Ordinances is amended as follows:

(1) The purpose of this subsection is to recognize and promote the private and public benefits resulting from the safe, sanitary and attractive responsible maintenance of residential and nonresidential buildings, structures, yards, and terraces, or and vacant areas. Safe, attractive and well-maintained property will Well-maintained properties that maintain and foster either native vegetation or non-native grasses enhance neighborhoods within the neighborhood and City and provide a suitable environment for increasing physical and monetary values as well as preserve by safeguarding the health, safety, and general welfare of the public, along with preserving property values.


2. Subdivision (d) of Subsection (2) of Section 27.05 entitled “Safe and Sanitary Maintenance of Property of the Madison General Ordinances is amended as follows:
