The bid for Local Road Traffic Calming and Arterial Pedestrian Enhancements-2007 was awarded to Raymond P. Cattell, Inc. in the amount of $568,000.00, account no. CS53-58250-810360-00-53W0426. Contingency costs are estimated at $25,000 and plan & preparation at $25,000, for a grand total of $618,000.00. Traffic calming on Red Tail Drive was included in the initial quantities and bid price listed above. A resolution approving the final working drawings for 2007 traffic calming and arterial pedestrian improvements was adopted by the Common Council on 9/4/2007, Legislative File ID 07298, RES-07-00920. Therefore, the approval of these final working drawings for the Red Tail Drive traffic calming features will have no additional fiscal impact.

WHEREAS, the Board of Public Works (BPW) requested additional individual review and approval of the specific, detailed engineering design of traffic calming measures prior to actual installation; and

WHEREAS, the BPW's request is an additional step and review process in the Neighborhood Traffic Management Program, the impacts of which have not been fully determined; and

WHEREAS, the City Traffic Engineer has prepared an additional set of review documents of the traffic calming plans for the BPW's review; and

WHEREAS, the traffic calming plans are retrofit-type designs that balance the various competing objectives of traffic calming and speed reduction with space for bicyclists, pedestrians and Fire Dept. truck turning space without requiring reconstruction of the streets involved; and

WHEREAS, without some type of change or impact on street width and bike space there would be no purpose in the traffic calming project and the goals of traffic calming would not be achieved;
