Title
Amending Section 2.20(1) and creating Section 2.20(3) of the Madison General Ordinances to allow the Mayor to delegate the duty to preside or chair meetings of the Common Council.

DRAFTER'S ANALYSIS: This ordinance allows the Mayor, for a single meeting or series of meetings, to delegate the duty to preside or chair meetings of the Common Council. If the Mayor delegates the duty to chair the meetings, the duty to act as presiding officer passes as if the Mayor were absent. The Mayor may attend a meeting for which the Mayor has delegated the duty to preside. If the Mayor attends, the Mayor may participate in debate, but may not vote unless the Mayor assumes the chair and is otherwise entitled to vote.

The Common Council of the City of Madison do hereby ordain as follows:
1. The title of Section 2.20 entitled “Mayor to be Presiding Officer; Mayor Addressing the Council” of the Madison General Ordinances is amended to read as follows:
2.20 MAYOR TO BE PRESIDING OFFICER; MAYOR ADDRESSING THE COUNCIL; MAYOR’S DELEGATON OF DUTY TO PRESIDE.
2. Subsection (1) of Section 2.20 entitled “Mayor to be Presiding Officer; Mayor Addressing the Council” of the Madison General Ordinances is amended to read as follows:
“(1) Except as otherwise provided in these ordinances, Tthe Mayor shall be the presiding officer. In the absence of the Mayor, the President of the Council or the Vice President (in order) shall preside at meetings of the Council. In the absence of the Mayor, the President of the Council, and the Vice President, the Council shall designate an Alder to take the chair. An Alder acting as chair may vote on any matter before the Council.”
3. Subsection (3) of Section 2.20 entitled “Mayor to be Presiding Officer; Mayor Addressing the Council” of the Madison General Ordinances is created to read as follows:
