The proposed Professional Services Agreement with AECOM shall not exceed $85,000 $125,000. Funds are included in the 2012 Water Utility Capital Budget.

Title
2ND SUBSTITUTE:  Authorizing the Mayor and the City Clerk to execute a Professional Services Agreement with AECOM a consultant for the completion of a study of the source of the VOC contamination at Unit Well 15 (17th AD).
 
Body
WHEREAS, Volatile Organic Compounds (VOC) have been detected in Well 15 and have been rising over the past several years, and;
 
WHEREAS, a Citizen's Advisory Panel (CAP) has been formed for the project and is evaluating systems and methods for dealing with the VOC; and
 
WHEREAS, Madison Water Utility wishes to investigate and learn more about the source and risk associated with the VOC detected in the vicinity of the well; and
 
WHEREAS, Madison Water Utility issued a request for proposals for professional services in evaluating two alternatives to treatment of VOCs at Unit Well 15 on December 15, 2011; and
 
WHEREAS, Madison Water Utility has budgeted funds in the 2012 Operating Budget for facility remediation;
 
NOW, THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to execute a Professional Services Agreement with AECOM not to exceed $85,000 $125,000 for the completion of a study of the source of VOC contamination and evaluation of two alternatives to treatment at Unit Well 15.
 
BE IT FURTHER RESOLVED, that change orders that do not exceed the Madison Water Utility's approved budget or the scope of the project as authorized by the Common Council may be executed by the Water Utility General Manager and City Finance Director and/or designee, and counter executed by AECOM.
