Participation in the State Contract will result in reduced collection fees. Amounts recovered will depend upon the total dollar amounts turned over and collected by the collection agencies.

Authorizing the Mayor and City Clerk to enter into Local Government Participation Agreement(s) with one or more collection agencies selected by the State of Wisconsin for a period of 3 years or the equivalent duration of the statewide contract, for the purpose of collecting unpaid accounts.
Body
WHEREAS, the State of Wisconsin conducted a statewide request for proposals from multiple collection agencies, to award contracts for collection services for the state, the university, and specifically for local units of government; and
WHEREAS, the State involved local municipalities, including members of the city's purchasing unit, in this RFP process; and
WHEREAS, the State selected several collection agencies for the "Local Government Accounts" portion of the state contract and has executed contracts with them; and
WHEREAS, H.E. Stark Agency, Inc. and State Collection Service are two of the selected agencies and the City has done business with both agencies and has been very pleased with the results; and
WHEREAS, the State contract establishes a procedure for local municipalities to enter into a "Local Government Participation Agreement" with one of more of the selected collection agencies, under which the pricing and all of the terms of the state contract would apply to the municipality; and
WHEREAS; the fees of each agency under the state contract are as shown in the attached table; and
WHEREAS, the Madison Municipal Court and the Comptroller's Office have been using Stark and State for collections under authority of Resolution # 61011 adopted on November 18, 2003; and
