The proposed resolutions authorizes the Madison Police Department (MPD) to apply for, and accept if awarded, a FY2026 USDOJ Edward Byrne Memorial Justice Assistance Grant in the amount of $100,805 and to utilize the funds to support law enforcement initiatives. The grant requires that Dane County, the City of Fitchburg, and the City of Madison submit one joint application under one agency. If awarded, the grant will be allocated as follows: Dane County will receive $5,000 for the District Attorney Crime Response Program victim/witness services, the City of Fitchburg will receive $11,144 for data analysis software, and the City of Madison will receive $84,661 for video storage and associated costs. The estimated costs for the City of Madison will be allocated as follows: $41,011 to personnel including overtime, interns, and fringe benefits for video storage work, $33,000 for server maintenance and upgrades, $7,500 for cloud storage fees, and $3,150 for cloud configuration service fees. Any additional interest revenue received from the grant for MPD will be used for video storage or work supplies. No City appropriation is required.

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, Bureau of Justice Assistance has designated the City of Madison to receive a FY2026 Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,
WHEREAS, the JAG program supports law enforcement, crime prevention and education, planning, evaluation, technology improvement, and crime victim and witness initiatives and mental health programs and related law enforcement and corrections programs; and,
