Fiscal Note
These policy adjustments are consistent with the revisions to the inclusionary zoning ordinance which were adopted in July of 2006.  Adoption of this resolution will have no significant additional budgetary impact.

SUBSTITUTE - Accepting recommended changes to the Inclusionary Zoning Policy Document.
Body
WHEREAS, the City of Madison created an Inclusionary Zoning Ordinance applicable to development applications submitted after February 15, 2004; and,
 
WHEREAS, the Common Council revised the current ordinance on July 11, 2006; and,
 
WHEREAS, the Common Council created a committee to be advisory to the Plan Commission to evaluate and improve the Inclusionary Zoning program; and,
 
WHEREAS, the Common Council directed the Inclusionary Zoning Oversight Committee to evaluate and make recommendations to the Plan Commission and Common Council to revise the policy and procedure manual WHEREAS, the Inclusionary Zoning Oversight Committee has met on several occasion over the past few months and proposed the attached changes,
 
NOW, THEREFORE BE IT RESOLVED that the attached Inclusionary Zoning policies are hereby amended and adopted by the Common Council; and
 
BE IT FURTHER RESOLVED that the Common Council and Plan Commission delegate to the Inclusionary Zoning Oversight Committee the authority to make revisions to the Inclusionary Zoning Program Policy and Protocol document provided such changes align with the adopted ordinance; and
 
BE IT FINALLY RESOLVED that the Inclusionary Zoning Oversight Committee shall report quarterly to the Plan Commission on any changes to the Inclusionary Zoning Program Policy and Protocol document.
