Amending Section 12.167(2)(c) of the Madison General Ordinances to allow bicycles to be ridden within a portion of the West Mifflin Street section of the State Street Pedestrian Mall.

DRAFTER'S ANALYSIS: This ordinance will allow the use of bicycles in the 100 block of the West Mifflin Street portion of the State Street Pedestrian Mall (defined as the area running from State Street to the end of the West Mifflin Street cul-du-sac). Mifflin Street from Dickinson Street to State Street is designated as a Bicycle Boulevard. The City has received strong sentiment from bicyclists for years to be able to continue traveling west along West Mifflin Street to the Central Library, business and neighborhoods to the west of State Street along Mifflin Street, and to bicycle facilities to the west of State Street, including the Southwest Path. Bicycles currently may not be ridden in this block. The removal of the Philosopher’s Grove installation provides the opportunity to open this area to bicycle use. Bicycle users will still need to follow the ordinances and rules relating to the rest of the State Street and Library Mall areas.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subdivision (c) of Subsection (2) of Section 12.167 entitled “State Street Pedestrian Mall” of the Madison General Ordinances is created to read as follows:
“(c) Notwithstanding subdivisions (a) and (b) above, persons shall be permitted to ride bicycles within the following areas of the Pedestrian Mall:
1. The center twenty-six (26) feet of the area described in subsection (1)(a);
2. The areas described in subsections (1)(b) and (1)(c); and,
3. That portion of the area described in subsection (1)(a) consisting of the East Campus Mall and Fitch Court right-of-ways extended north to the area described in paragraph 1; and
