The Department of Planning and Development estimates that the costs for a consultant to undertake a housing study of this scope may range from $50,000 to $75,000, with a goal of half of the funding to be derived from the private sector. Funding is currently not available in the operating budget. Such funding might be appropriated from the Contingent Reserve, but will require approval of the Common Council.

SUBSTITUTE - Directing the Director of Planning and Development to issue a Request for Proposals for a Housing Needs Study and directing the Mayor to appoint a committee to evaluate the proposals.

WHEREAS, the City of Madison is perceived to need affordable housing; and
WHEREAS, the City of Madison has various housing programs targeted to people at various income levels; and
WHEREAS, the City of Madison has not studied the current needs for housing targeted at various income levels; and
WHEREAS, a study would help the City of Madison determine if its housing programs are meeting the needs for housing for people at various income levels;
NOW, THEREFORE BE IT RESOLVED, that the Director of Planning and Development shall prepare a Request for Proposals for an independent consultant for the purposes of creating a housing supply and demand study and determine current perceptions of the City's Inclusionary Zoning Program. The consultant will outline the appropriate data required to understand the housing demands and needs of the community as well as provide a proposal for input from consumers. This study should identify the current housing needs, types, price points, and availability for the overall community to create a full picture of the housing market as well as current consumer concerns about the Inclusionary Zoning program; and
