The 2005 Stormwater Utility Capital Improvement Program, Project 23, anticipates a total of $100,000 in annual rain garden funding through the year 2009. An estimated $50,000 is to be received from State sources (if awarded), and an additional $50,000 is to be provided by the application of Stormwater reserves. These funding sources are to be matched in turn by contributions from homeowners, resulting in a City/State/Homeowner cost sharing split in the ratio of 25:25:50. Funding is contained in project ESTM-58270-810515-00-53W0265.

PREAMBLE
City Engineering recognizes the value of utilizing rain gardens to increase infiltration of stormwater runoff. Citizens in the City of Madison are progressively more interested in planting rain gardens on their property. The cost of plants and technical assistance can be a potential deterrent to constructing a private rain garden. In 2006, the City of Madison will be offering a 50% cost share to any individual who wants to install a rain garden on his or her property.
The Wisconsin Department of Natural Resources' Lake Protection Grant Program offers financial assistance for projects designed to protect lakes. City Engineering will be applying for this grant in spring 2005. Should the City of Madison receive a grant for this project, the funds would be used as a portion of the cost share. The cost of the rain garden, then, would be covered by 25% from the City of Madison (from Storm Water Utility), 25% from the grant funds, and 50% from the homeowner, to a maximum amount of $1,000.00.
