Fiscal Note
It is anticipated that approximately 480 hours of staff time will be invested in this solar initiative. An estimated 200 of these hours are expected to compensable by the Wisconsin Energy Conservation Corporation (WECC). Staff time will be billed at a rate of $50 per hour, and the total amount of compensation from WECC will not exceed $10,000. Internal staff resources are available for this project. No appropriation is necessary, nor is there any impact upon cost controls.

Preamble:

The Million Solar Roofs Initiative (MSRI) is a public-private partnership program administered through the Department of Energy's Regional Offices. The goal of the Initiative is to support partnership groups (e.g., business, government, energy industry, and community organizations) that want to bring reliable and affordable solar energy technologies to the marketplace.

MSRI recently agreed to fund a request to develop and support the City of Madison as a Solar City. The funding, provided through WECC, will allow the partner group consisting of MSB Energies, UW Extension, and the City of Madison to develop pro-solar policies and coordinate solar activities in the City of Madison. More specifically, the grant will enable the City and its team partners to provide staff support for Madison's Green Solar Initiative, identify and assess solar applications on City owned buildings and properties, install solar projects on City property, and summarize project results.
