Fiscal Note
The proposed resolution authorizes the execution of a non-competitive selection contract with Johnson Controls Building Solutions LLC. The contract includes services to assess, upgrade and replace existing controllers and pneumatic valves as part of an overall HVAC upgrade for Monona Terrace Community and Convention Center. The total contract cost is not to exceed $420,000. Funding is available in the 2026 Monona Terrace Adopted Capital Budget (Munis #10031). No additional appropriation is required.

WHEREAS, Monona Terrace Community and Convention Center is transitioning its building automation and HVAC management from an obsolete, pneumatic (compressed air) control system to a modern, automated network Direct Digital Control (DDC) system to improve energy efficiency, reliability, and climate management.
WHEREAS, approval is sought for a non-competitive capital project agreement with Johnson Controls Building Solutions LLC, which engineered, installed, and has exclusively maintained the building's HVAC automation since its grand opening on July 18, 1997
WHEREAS, Johnson Controls Building Solutions LLC is a global leader in smart building automation, HVAC, fire safety, and security systems, and was founded in Wisconsin with its North American Headquarters in Glendale and a local branch in Madison.
WHEREAS, this is not to exceed in the amount of $420,000 to assess, upgrade and replace existing controllers and pneumatic valves with the latest engine controls and new electric controlled valves. This is part of an overall HVAC upgrade for Monona Terrace Community and Convention Center's entire systems that began with its BAS/Metasys engines.
