Fiscal Note
The Adopted 2011 budget includes a $25,000 City contribution to this conference which will be paid by April 15, 2011. Any additional contributions solicited by the Mayor pursuant to this resolution will be paid directly to the conference organizers and will not impact the City's budgeted revenues or expenditures.

Body

WHEREAS, section 3.35(5)(a)2 M.G.O., provides that an incumbent may solicit donations from third parties if: the solicitation has been approved by a resolution of the Common Council; the entity receiving the funds is not an entity with which the incumbent is associated; and a report of the amount and contributor for all donations is filed with the City Clerk within six (6) months of the receipt of the donation;

WHEREAS, the Mayor is an “incumbent” and is not “associated” with the Congress for the New Urbanism, as those terms are used in the City’s Ethics Code;

WHEREAS, the Congress for the New Urbanism (CNU) will be holding its annual convention in Madison at the Monona Terrace Community and Convention Center, June 1-4, 2011;

WHEREAS, the CNU will bring approximately 1,500 architects, landscape architects, planners, public officials and developers from around the world to Madison;

WHEREAS, the estimated economic impact of the CNU is $1.5 million and will be a large event for our convention center;

WHEREAS, pursuant to CNU requirements, a local host committee has been assembled to help coordinate the organization and execution of the CNU conference;

WHEREAS, one of the responsibilities of the Madison local host committee is to contribute $280,000 toward the costs of the conference;

WHEREAS, having a host city’s Mayor participate in requests for donations for this purpose is a common practice throughout the country; and
