Fiscal Note
The proposed resolution authorizes six companies as sole source providers of parts for busses within Metro’s fleet. These expenditures are estimated to be $793,000 in 2021 and are funded in the 2021 operating budget. The resolution authorizes the sole source agreement for purchases from 2021 to 2025. Funding for future years of the agreement is subject to future Council appropriation.

Body
WHEREAS, Metro Transit has a need to purchase a variety of bus parts for bus parts not under warranty but manufactured only by a specific vendor; and
WHEREAS, Metro Transit currently has Cummins, Gillig, New Flyer, Trapeze, Interstate Power Systems and SPX Corporation buses and/or parts in its fleet that will need replacing in the next five years; and
WHEREAS, in order to purchase parts compatible with current equipment, Metro Transit needs to purchase parts from sole source vendors Cummins, Gillig, New Flyer, Trapeze, Interstate Power Systems and SPX Corporation; and
WHEREAS, only these companies manufacture compatible parts for their own equipment already in Metro Transit's bus fleet, and therefore, Common Council approval is required for an exception to the competitive selection process normally required for purchases over $25,000 as allowed by MGO 4.26(4) (a) 2;
NOW, THEREFORE, BE IT RESOLVED that Metro Transit may purchase parts from Cummins,Inc.; Gillig, LLC, New Flyer of America, Inc.; Trapeze Software Group, Inc; Interstate Power Systems, Inc.; and SPX Corporation during fiscal years 2021, 2022, 2023, 2024 and 2025 for vehicles for which only these manufacturers make compatible parts.
