Title
Amending the Common Council’s Adopted School Crossing Protection Criteria.
Body
WHEREAS, The Common Council adopted School Crossing Protection Criteria was most recently amended in 1990 ; and
WHEREAS, the Pedestrian/Bicycle/Motor Vehicle Commission requested a review of the criteria to compare Madison’s criteria for assigning and discontinuing Adult School Crossing Guards with recommendations from the Safe Routes to School movement and from peer communities; and
WHEREAS, the Pedestrian/Bicycle/Motor Vehicle Commission at their October 27, 2015 meeting recommended changes to the hazard rating point assignments for the following factors - Number of Elementary School Children Crossing, Vehicle Speed, and Safety; and
WHEREAS, the Design Stopping Distances used to determine the Sight Distance factor have been changed by ASSHTO; and
WHEREAS, the Pedestrian/Bicycle/Motor Vehicle Commission recommended inclusion in the School Crossing Protection Criteria an explanation of the process used to request new Adult School Crossing Guards and to recommend the discontinuance of an Adult School Crossing Guard Assignment; and
WHEREAS the School Crossing Protection Criteria, amended December 2015 reflects these changes recommended by the Pedestrian/Bicycle/Motor Vehicle Commission;
NOW THEREFORE BE IT RESOLVED, that the School Crossing Protection Criteria, amended December 2015, be adopted by the Common Council.
